Pay Transparency and the Gender Pay Gap

Much of the recent legislation in pay transparency has focused on addressing pay disparities, particularly those based on gender or ethnicity/race. Indeed, despite a concerted effort by governments in many countries and territories, gender and ethnic/racial pay gaps remain large. For example, in the United States, the gender pay gap in 2021 was 18 percent, meaning that for every dollar that a man might earn in a job, a woman doing equivalent work earned just 82 cents (Payscale, 2020a).2 However, as shown in Table 5.1, when taking both gender and race into account, the disparity is even greater, with Black women in 2020 earning only 64 cents for every dollar earned by White men. Although the news is a bit better in much of Europe (the gender gap is 19.2 percent in Germany but only 14.1 percent on average across European Union countries [Eurostat, 2021]), it is worse in many developing countries. For example, the gender pay disparity for women in India was 34 percent in 2018 (Oxfam, 2019).
